If it's a uniform decision then the school is perfectly entitled to enforce it. Skirts were worn by men for centuries, before tailoring brought in trousers.

they are more practical, and with so much sexual harassment from male to female pupils. I think it will help the females feel safer, I know of a young girl who had her skirt lifted up by a lad in front of other children and nothing was done about it.
